Time Lord

Mark is a film critic and not a Time Lord. Although he has on occasion exhibited signs that he may indeed be from Gallifrey, and not the Isle of Man as he claims. He did managed to pick a TV Movie of the Week that started before the show in which he made the recommendation was broadcast. If that's not something that a Time Lord would do what else is?
